THE CHAMBER OF ADVOCATES RECEIVED AS GUESTS THE MANAGEMENT STAFF OF THE “THE RECOGNITION OF A CONSTRUCTIVE DIALOGUE” PROGRAM

In the sphere of jurisdiction there is a number of issues and with the purpose of sounding them the members of the management staff of the “Recognition of a constructive dialogue” program have met today with the Chairman of the Chamber of Advocates Ara Zohrabyan and some of the members in the Chamber of Advocates. 

The head of the program Karen Zadoyan on presenting the program  noted , that it is anticipated in jurisdiction, education, business and some other spheres aiming the purpose of processing public policies, to develop the abilities and potential of non-profit civil organizations: “We want to give grants in these spheres for the development of the abilities of NPO-s , for them to be able to start a constructive dialogue with the heads of the spheres and to solve the problems in that format”, - noted Mr.Zadoyan, adding that currently in the frames of the program negotiations are being held in leading higher education establishments of RA, it is supposed that one of the education establishments in the result of a contest will be able to develop educational modules for the NPO-s, which are to be directed towards the development of civil society organizations, formation of policy based on facts, public supervision, constructive dialogue and issues of building coalitions. The NPO-s that will go through this educational process will have the opportunity to participate in grant competitions within the frames of the program. Besides, Mr. Zadoyan emphasized that within the frames of the program it is anticipated in the sphere of jurisdiction and other spheres to establish direct contact with citizens, investing the best international experience : to sound and give solutions to sphere problems that will respond to the claims of society. 

Karen Zadoyan also referred to the influence of the NPO-s anticorruption coalition   on the civil political life of our country, emphasizing that: “The agenda of the anticorruption coalition is mainly formed by the joint forces of the coalition and government.   Serious system changes have been realized, starting from illegal enrichment, the institute of advisers’ rights defence and so on”, -   emphasized the head of the program.  The chairman of the Chamber of Advocates Ara Zohrabyan considered the program to be important:  expressing willingness to cooperate: “We are ready and happy to cooperate, I am sure that in the result of that cooperation the society is to win”, - he said. Mr. Zohrabyan separated a number of issues, especially he said that judging from practice, there are such kind of spheres where advocates face with professional problems, especially on tax and investigation cases: “We often come across situations when the advocate who is proficient in criminal process isn’t competent in tax law relationship and vice versa,   we are intended to create a program directed towards the solution of this problem and establish a module by retraining advocates.  If we won’t be able to retrain advocates seriously in this field, we are always to face the problem”, - noted the chairman of the CA, while Karen Zadoyan also suggested to make announcements    in the direction of solving this problem.  

Besides, Mr. Zohrabyan noted that the Chamber has set a goal to increase the role of advocate’s authority, as also the social consciousness.  It was also suggested to choose new topics of training modules referring to certain legal issues, which will be assisted by the expert group of the Chamber, as also an issue was sounded on the sphere of propriety. 

At the end of the meeting the parties arranged to make the meetings more intense in working format.  Let us note, that financed by the help of the European Union “The recognizance of a constructive dialogue” program will be called for realization with   the Armenia Bar Association and partner organizations such as “Agora Central Europe” civic association (Czech Republic), the Armenian Center of Democratic Education (CIVITAS), the International Center of Human Development,   the SME cooperation association and the Union of Communities of Armenian.
