On 25/06/2014 today at 13:09 upon initiative of the RA Chamber of Advocates a professional discussion was organized devoted to enforcement proceedings of administrative acts adopted by the administrative body without court. The chairman of the RA Chamber of Advocates Ara Zohrabyan, RA President Referent Hrayr Ghukasyan, Deputy Minister of the RA Ministry of Justice Arsen Mkrtchyan, Judge of Civil and Administrative Chamber of the RA Cassation Court Mamikon Drmeyan, Judges of the RA Administrative Court Ruzanna Hakobyan and Karen Avetisyan, Head of the RA Judicial Department Karen Poladyan, Head of the legal department of Yerevan Municipality Zaven Arakelyan, Deputy Artsvik Minasyan, Human Rights defenders Artak Zeynalyan and Arayik Ghazaryan, board members of the RA Chamber of Advocates Karen Mezhlumyan, Melanya Arustamyan, Nelli Harutyunyan as well as other representatives and advocates of the RA Police, RA Ministry of Finance, RA Judicial Department, “Haypost” CJSC participated in the discussion. During discussion First deputy of the RA Chamber of Advocates Artur Hovhannisyan presented main issues which originate during enforcement proceedings of administrative acts such as implementation of confiscation without court, deviations from proper notification in case of administrative acts of Traffic Police, not entering paid fines into system, imposing a person’s property on arrest including more in the amount than prescribed by the administrative act (including on the entire amount of the bank account at the same time also a person’s movable and immovable property), unnecessary onus of expenditure for enforcement proceedings of judicial acts, efficiency of means for restoring violated rights and etc. All the representative of the above mentioned institutions expressed their views in regard to the above mentioned issues by presenting their professional positions. RA Chamber of Advocates expresses its appreciation to all the participants for the effective discussion and will submit its professional position in the near future (after receiving and analyzing several statistical data) taking into consideration all the ideas and viewpoints as expressed during discussion
